I think I see the minutes dial, but no hour indicator.

There are two wheels-at 11:30 and12:30.

The 12:30 wheel shows minutes; the other, hours. You need to bring the dial to your eyes; or use a magnifying glass from distance.

That Dragon is a monster !

The numbers flash in sequence: the first two are the hours ( the second two are the minutes. Pauses in the flashing let you know where you are in that cycle.
