if the second hand can be stopped in the middle of a jump. If it can only stop at each quantum, it can't measure an interval shorter.

In summary...
The spinny thing is driven by a wheely thing which stops when you push the button thing and then you get a timeyish thing that is kind of accurate but not really. Still a cool watch though.
