It moves around the dial "16 times" in one second.

 

The wording is a bit confusing but he idea is that the flying second hand achives a full rotation of one second by jumping around the dial 16 times a second. Despite this series of start/stops the movement allows the second hand to stop anywhere along the dial and even stop in between 1/100th second measurement. The 21,000 v/h isn't really relevant since the second hand is driven by both the going train of the movement , working off the barrell, and the chronograph train, working off the barrel arbor.
