How centigraphe works?

Dear friends, sorry for my stupidness, still can not understand how Centigraphe works.
Unfortunately all discussions regarding Centigraphe here and in TZ let me conclude nobody understand how movement works and it seems Mr. Journe has nothing to explain.
From technical point of view Centigraphe is similar to Duometre a Chronographe. JlC explained Duometre functions. But some detailes of Centigraphe monement are unclear for me. Apart from doubts in possibility for measure 1/100 sec by 3Hz movement.
In accordance with movement scheme provided by the FPJ company over ancre wheel (15 teeth) is fixed ratchet wheel (40 teeth). One jump of ancre (balance full motion in one direction) causes 1/2 ancre wheel tooth step, i.e. during one step of ancre wheel ratchet wheel will move 1 + 1/3 of its tooth (40 divided by 30). So contact point position of 8-teeth foudroyante wheel with ratchet wheel will vary every 3 steps. So how regularity of foudroyante wheel rotation was obtained?
Did somebody saw that watch in function? What type of motion shows foudroyante hand? Jumps or continuous rotation?
