Aesthetically, it's a tie between the two for me.
If you want sportier model, then the Overseas. If you are after a dressier model, then the Harmony. If a date indicator is necessary, then the Overseas.
Personally I would pick the Harmony, but only because I have a AP RO Dual time which has a similar sportier character and dial lay outwith the Overseas. The dressier Harmony would make my collection more balanced.
You can't go wrong with both, but I agree with Mark. Maybe wait and see what the new Overseas line would offer.

My first VC
Hesitating but the Vacheron Overseas Dual Time or Harmony Dual Time White Gold is very high on my list to become my first VC. Any insights from the VC collectors is highly appreciated....
OS vs Harmony

They don't play the same league...
The horological content is much higher with the Harmony... but aesthetically speaking, I'm in love with the Overseas. And do you know why? I think that I would choose the Overseas! For its beauty and its more casual style. Fx

Classy vs versatile
Depends on your lifestyle and what suits better - for me, the Overseas, because it is a lot more versatile, IMO.
For me, it will definitely be the VC Harmony Dual Time
