I saw that guy recently too! The strangest and most bizarre things can often be seen in Los Angeles.
In a previous visit to Los Angeles, I was driving on Wilshire and I was stopped at a stop-light at Wilshire and Rodeo. I saw a man wearing only a Speedo walking a dog crossing the road.
Don't have a picture of it, but now that you mention seeing strange things in L.A. I can't get it out of my head.
