Lets us look at factors that influence our perceptions...

 

Monetary - Utility, Art, Fashion or Jewelry?...none being mutually exclusive. Most watch brands differentiate themselves by pricing in order of  Utility
Culture- Industry culture, heritage, affiliations, mkting etc that contribute to the brands image and value. 
Fiscal - Open or closed economy?... access to info, outside participation, fairness, loyalty etc etc

Now IMO Japanese are into Utility+fashion channels more than art+jewelry.  Seiko, Casio, Honda, Toyota all fit that bill. 
Culture is traditional, religious, disciplined, restrained, efficient, austere and condemns materialism. Hence it scales back on over the top indulgences. what 30k for a watch? we invented $2 quartz watch.
Economy is center right I wud say with lesser extent of information to outsiders and no communication, which leads to lower feedback and less participation rate. 

Who shud I call to visit Seiko factory? Whose the CMO at seiko? wat gala did it sponsor? celeb endorsements, sports, cool.. sexy.. wheres the fun? I cannot post anything about it on Instagram etc

Most of us know Japanese can produce better watches than Swiss. But without the rest of the stars aligned how much would you pay for it? I dont think in my lifetime that perception is going away from either buyer/seller.
