Although it's hot and wearing shorts and short sleeve shirt makes sense... I wasn't sure if a man showing a lot of leg and arm skin inside the malls was allowed. Please help with this aspect. Especially in a high end boutique like Rolex.

His first port of call would be his company HR. There are several organizations in the ME that I know of have HR specialists to help overseas hires on assimilation. I am sure he will have a great time visiting the shops in Riyadh.
I don’t think that dress better will help him much. We been living in Saudi for sometime and I see no issues with wearing shorts or the tshirt to mall or visiting boutique
If wants to be addend on waiting list he needs to have valid Iqama (resident ID). Without it nobody will really consider his request.

I live in Khobar and wearing shorts during weekdays visits . Fridays normally are more formal and security may ask to wear longer pants.
Probably trying to build relationship and get yourself on list being more formal could help.
