I have always thought that a competent photographer
should try to get the best out of any scene, and that a good photo is not an everyday occurrence.
Evaluating and figuring out what one wants from / for a particular situation might take some trial & error...

I agree, light is important for a photo. Even pour light too much light etc subjectivity what it is you’re trying to achieve. The more I’m learning about and experimenting with photography, the more I’m starting to discover that the definition of a “good”...
