I was actually thinking the elevated walkways around Shiodome near Ginza. But then the highway threw me off - since there isn't a highway at that level in Shiodome.
I'd say the first one, because of the symmetry and the nice shape of the building. I'd say that's more important than the nature, although I always love Tokyo no matter where you are.
Multiple layers of traffic, walkways, buildings. It’s busy and so there’s a lot more contrast between the person taking a pause and the surrounds versus the first one.
