Looks like enamel indeed, however the 2 small "Sigmas" next to swiss are usually the mark for pure gold dials (see Ellipse for instance). This means that there is a coating on top but maybe not enamel ?

but I feel at that 30 years ago, they did not always bother to indicate when dials were enamel. There was less scrutiny back then, just the love of craftsmanship well done, without the need to advertise it. From your picture, this dial has the 'milky glow...
