Example: wife wants to change her brown dial to white no problem. But if you want a ice blue dial usually found on platinum models on your steel one, then they won’t do it. Cannot get your original dial back too.

UNLESS you don't want it changed, like a patinated dial which they insist on changing. I tried to get a new day ring for a friend who had a Spanish language ring, and they refused even when we sent it to Switzerland. Changed Rolex dials are usually afterm... 

Yes. They switched a Mother of Pearl dial for me...no defects, for aesthetic reasons only.
