Have the days of the 42.3mm IWC Portugieser and similar 'over-size' watches come and gone? This is a genuine question, because I'm thinking of buying one.

No, as in, those sorts of watches are not going anywhere and are still as well (or badly) put together and worthy (or unworthy) of ownership as they ever were.
Ok,if you are a 65 kg person with a 13 cm wrist there are better options around.
The only thing what counts is whether you like it on your wrist or not : in 99.9% of all the cases other people will be completely indifferent to the watch that you are wearing ...
I tried the one in your picture and it looks awesome. If you love it you should get it and think about the size. Everything is relative. 42mm is not that big by any mean

It's strictly market manipulation and creation by the manufacturers. You know, the next best thing, what's old is new and so on. If you like it and it suits your wants, jump on it!
Shakespeare said it best. No i dont think 42 is large, i saw this piece recently in person for the first time and i have a smaller wrist and it is quite lovely.
Below is the picture from a recent trip. I have a smaller size wrist of 6.75 inches and have worn 46mm watches without issue depending on case design.
I had the original Chopard 36mm 1860/2 and while lovely, IMHO too small for a typical mans wrist , thus i do not ever see that size and "small" watches going mainstream again.
The cat is out of the bag and unlikely going back in the days of "bigger is better". One could have a whole discussion about the current size of watches
Wonderful IWC! I had that one and thought it wore bigger than 42 due to its large dial/small bezel. I'm not huge and generally am now preferring smaller watches but still own and like some

large watches. Some work on my 6 1/2" wrist and some don't. Calipers don't tell the whole story. If you like how it feels and looks on you... buy it!
Unless it is your only watch. I enjoy wearing anything from 36-46mm. My wrist is 7 inches. Unless the lugs are hanging off your wrist, the issue of size is not about your wrist, but rather between your ears.
