Another option is the PAM331 47mm Luminor 1950 Tourbillon in Titanium if you don't like the tobacco dial of the PAM306 Tourbillon.
If you don't like the Luminor 1950 case, then you can look at the other Panerai tourbillons in the more dressy Radiomir case.

the tourbillon on the back is just perfect for me as I'm pretty much the only one who knows "what's inside the watch" and the tobacco dial amazes me every time I look at it...
This is probably the piece that will never leave me (unless life obliges me to).
I consider myself a small collector and it's the best to me...which is why I bought it.
But you know, who's best...Pelé or Maradona or Messi or Ronaldo or or or??? there's no right answer to that one!

IMO if you want to "dazzle" everyone who's into Panerai and has a glance at your wrist, you go for other models, not this one. If you want to buy a spectacular watch.....which also identifies you as a wealthy person, this one of those..

Panerai PAM365 Equation of Time Tourbillon w/ Star Chart on the back! 50mm but it fits great on the wrist IMO. Doesn't feel that much larger than a 47mm!

Their value has reached rhe sky, sadly, but those are the best of modern Panerai production.

It's always very difficult for me to purchase anything when the price has climbed sky high since I missed the boat. That's the only reason holding me back on suggesting vintage pieces.

Do you value the past history so much that you're wililng to spend a decent amount of money for a watch fitted with ETA movement and OK finishing?
I have to admit as a Panerai lover I think about this almost every day. It's a classic debate between what got me into watches and what got me into Panerai...
As an Engineer by training I see watches as microscopic representation of fine engineering combined w/ form of Art that I can actually apprehend. As such I literally 'weight' my purchase by counting the complications of the piece. Of course there're always exception...
Panerai, my interest started w/ a PAM0001B more than 10years ago, which cost me less than $2k. (Good old day huh?) It was meant to be a relatively inexpensive sport watch but the design element has been captivating me ever since. Having the fortune of being very close to the team, I have witnessed their ascend up the horological ladder throughout the years and some of the work behind the scenes. To me it's certainly a lot more than the Panerai that I came to know about more than 10 years ago.
Certainly Panerai has a glory history and that's part of the appeal. However, as patrickh pointed out earlier, we're practically making history every day so to me, I struggle to rationalize paying thru the nose for that piece of history, especially when it's not even part of the Horological history.
On the other hand, do I want to stick w/ where Panerai is going now? Based on what I've seen over the years and especially what's been released this year, I think so.
So I guess you have my opinionated answer!

If it is PAM 306 that makes you happy then simply get it for it. Anyone’s opinion and taste here will be different than the one for your wrist.
You would find better help if you know of which area you would prefer your watch to be from, Vintage, Pre-Vendome, Post-Vendome – Then chose the type; In relation of the brand DNA or more Horology oriented…?
then, it's really just a matter of which case you prefer, Radiomir or Luminor, then which dial better suits your taste, brown V black. I think Audemars Piguet might have consulted on the tourbillon's design.
What's the best Panerai caould arguable also equate to the most expensive model Panerai sell ! but I can assure you that collectors of Panerai tend to focus on vintage models and a Top 5 line-up might go something like this >

The only other thing I'd say is, it's always better to handle these pieces and look/feel/touch/wear - sometimes the photo doesn't match the experience (for example, the Tourbs apparently make a wonderful whirling type sound
