The PAM249's are so easy to find (over retail though) that they're a dime a dozen now if u're willing to pay the premium. The 28A is getting much more difficult to find, so I'd jump all over the 28A if I were you
Furthermore, you will then have a Radiomir and a Luminor instead of 2 Radiomir's. Best to mix up the collection a bit IMO.

The Power Reserve indicator of 40 Hours is just ridiculous, even if esthetically speaking, it is ok.
A Date at 3? An attack to the balance of the dial!
PVD? Ok, let's see after you wear it for 2 or 3 months, and you will see in what condition is your PVD...
No, seriously, a Cali is a much more serious, interesting, and historicaly correct choice!
And with its particular, well balanced , and strong dial, with the cherry on the cake " plexy", the choice is clear: C.A.L.I!
Best.

Beauty: Cali
Historical significance: Cali
Rarity: Cali (when the supply and the flippers are done,it'll be as rare as the Dodo.)
Wearability:Cali (PVD finish not practical)
Complete package: Cali ( why settle for a watch without papers)
My choice: Cali
Just my 2 cents.
Cheers

Very beautiful piece in real life, very hard to resist too
+ historic motives...
The Pam 28A is very nice, it's another great luminor, but I would not describe it as unique....and many others have have already pointed to it's several setbacks....
The only setback you will have with the Pam249 is that you will have an extremely hard time adquiring another watch, because this one is practically untouchable.
Took some new pictures of my Pam 249, not half as good as most in this forum, but I'm sure pictures are always welcomed.

Although the 28 is not easy to find it does not click to me. Not a true panerai!
Alepos
Very historical related and I personally love the base model, except the submersible line.
