It is true indeed, however, we never hear about such issues in France, even though technically customs could make a hard time to you if you are either wearing a fake or
you don't have the invoices / receipts to justify the origin of your watch !
Again, this does not happen very often, yet should be borne in mind when travelling there. They are usually targeting at Frenchmen, yet even tourist could be targeted... Always have small apprehension when going through customs in France !

I’m not a lawyer but could say legal representation can solve a lot of misinterpretations, as well as having to call on one’s embassy. One may refute on many other grounds to the lack of knowledge it was a fake. In the end I believe it is mostly a hard-to-enforce legality.
