. . . because it looks to me as though the case has been polished.  Any competent watchmaker can service the movement, and at reasonable cost, but finding one that can restore the case to its original condition is another story.  The shortcut would be to employ the services of Omega directly, as they have the ability to restore cases to their original appearance. 

Given the heirloom status of your watch, this would be one of those instances when I'd lean towards a Bienne restoration.  They will leave the dial alone at your request.
