Simple, very simple.
If you're a Paneristi, a real Panerai Fan, you would go on the 40.
Have a look on the post I made on this watch, you will understand why it overclasses the 172.
To make it short, this watch is a mystery, a LE which is not classified in the LE category, which doesn't even have the LE packaging, which was destined to certain markets, to test this kind of combo.
We were in 1998 / 99.
The 172 is a superb watch, which will have your preference if you don't specially care about Panerai, I mean, if you're not a real Panerai fan.
A superb watch, but which historically can't fight against the 40.

You can't beat the color and feel of the Tantalum. Love a t-dial of course but its the 172 for me hands down.

I would stay with the 172
I like the look of Tantalum vs Titanium. Very unique color of the metal, plus the 172 has blue hands and a clear caseback.

172 - for aesthetics. perhaps the best looking 44mm PAM ever. 40 - for passion (and not a bad looker itself,,,,,) Cheers, Asi
I don't really like either of them that much to keep long term
