The most common problem has been the lack of power reserve

Even after fully winding and wearing it all day, it stops running a few minutes after removing from wrist. Or if you choose to wear it while sleeping, it would stop overnight. Even Panerai service cannot get it to store some power.

Is the Culprit the Rotor or the Mainspring?

I do not know and every time it comes back from service I am told "it's working fine" which is true except for the PR.

What's even worse is that my 24 has the exact same problem. That one has a movement based on the Valjoux 7750. ...

Maybe a Specialist instead of Panerai?

Yes, I have had two other reputable service men work on the watch and they too don't seem to think there's anything wrong.

Based on the issue it's either the Rotor or the Mainspring, RGM would be an option worth exploring
