I would ask the local service center to forward watch to Switzerland for repair....
By local is that the Singapore service center?
A very reasonable request in my opinion. After all, you have been most patient with them in their attempts. I would also write a letter to the director of the local service center and cc it to Panerai CEO, describing the situation and telling them you would never buy a Panerai watch again if the watch is not serviced as one would normally expect from a world class Swiss watch manufacturer such as Panerai, and returned to you in a timely manner.
