A service for a mechanical watch is every 5 years.
as for a Quartz Watch, you just need to replace the battery. That can be done by every watchmaker which has access to batteries.
It will cost you the price of the battery, which won't cost you an arm, and a small fee for your watchmaker.
You will be way below the asked price from JLC.

Thank you everyone for your input. I was guided to an independent watchmaker in a city I travel to frequently by a JLC AD. He changed the battery, thought the mechanism looked great, and leak checked the watch and it passed. Minimal expense and watch runs...
