so when its not a leap year
a perpetual will function like a annual calender ? anyone else facing the same problem ?

Is that the watch "thinks" it is a leap year rather than a regular year, and therefore inserted the 29th. If so, you will need to adjust the watch forward by 2 years to get it back to the right point in the 4-year cycle. What you saw (29th jumping to 1st)...
