I would get rid of the minute hand ...
... altogether and just have a small pointer on the bezel at the 12 o'clock position. That would be a cleaner way to read the flow of time. They could then put "Angular Momentum" in a circle around the centre of the dial, as you suggest, so it wouldn't really matter what position the dial was in.

Or what about a small arrow that circles the bezel for the minutes....
But still leave the dial the way it is having that rotate too, that way they would go in opposite directions, would look way cleaner
