The white dot is the hour, the wedge for minutes and variously colored screened elements for seconds creating a new picture every glance. The background changes every 24 hours and does not repeat itself for 425 days.
The artist kept in concept the term "carpe diem" indicating that even the smallest unit of time is precious, unique and unrepeatable, thus to "seize the day" enjoy the present moment and not be put off till tomorrow or the day after.
A wonderful perspective IMO.
