Meander derives from the name of a winding river. In general, in English, it first means the winding path of any river or stream.
In English, at least American English, it is used figuratively, usually having to do with walking not aimlessly but indirectly,much more often than it is used literally.
Horological meandering would mean to wander about among horological subjects, not quite an exact use, but possibly within the bounds of figurative use.
