Assuming it's similar to a recently held event here in HKG
I would say it's probably an event showcasing different movements made by the manufacturer. While I don't recall any movement called 28, I would venture a guess that the number is referring to the fact that each combination of dial/case material/style would be made in limited edition of 28 pieces.
