I would say it's probably an event showcasing different movements made by the manufacturer.  While I don't recall any movement called 28, I would venture a guess that the number is referring to the fact that each combination of dial/case material/style would be made in limited edition of 28 pieces.   Good luck on your hunt! I've been invited to a presentation of "28 Movements" by R.D. next month including a "special offer" on purchases made during the event. The invitation is not too specific as to what is intended to be understood by "28 Movements" but I have been thinking ...
