I think Squale made the case and perhaps some other parts, and they offer a similar model that I have been looking at...

Well if the Squale is from the 70's, it is debatable. But there were several brands which used the same case.

…I’ve always wondered why some — albeit a few — dive watch designers opted to omit minute markers on the timing bezel. I appreciate simplicity, but could this design be a bit too simple?

Maybe because the big orange minute hand does the job?
