They add interest, and are more readable. It's not the luminous material per se. It's the filament within the hands. One reason I much prefer the original Saxonia over the current iteration. Those watches had much more character. Compare the first two wit...

Certainly for a blue or black dial, where full metal hands are going to disappear into the dial due to the reflections, that filament of lume greatly helps readability. On a white / silver dial, it's more debatable.
