I'm confused, the hash marks are 1/10 of a second. What would you have preferred? "10 seconds" to represent the total time of represented by a full rotation or "Seconds" to align with the numerals?

That hurts the modicum of scientific training I received. Would you write 60 minutes on top of an hours counter? Does not make any sense
You mean the seconds hand makes a full dial revolution in 1 second?
