I am sure your 60% example is just a random number you picked. I buy many watches that are priced at a discount to MSRP that I know will be worth less once i take it out of the shop. In fact I think 95% of high end watches will be like this. I also happened to have bought watches that have little or no discounts (eg direct from an independent)
Buying and owning a watch, be that PP or Oris or Glahsutte or Lange or Dufour, is based on a love of the watch and what you feel is the "right" price. Like it and can afford, then buy it. Like it but cant afford, then save up. Like it but feel it is too expensive, then dont buy it.
The fact that prices keep going up or falls does not really impact the way I buy. What matters is: Do i like it, what do i like, what are the alternatives and can I afford it.
In general prices go up on everything over time. Its just inflation and supply demand. Different things have rise (and sometimes) fall by different amounts.
