This was my perception in the early 90'ies.
I guess they settled in then as a rock band in the end.
Not my favourite rock band and music but some great songs, like "Scar tissue", "Give it a way", and some more songs rank them high.

No arguments, please. And yes, I've seen The Who. Great band, but for live performance . . . nobody beats the Stones. Not even Zep. And I worship them, too.
