Could also be a service dial. A closer examination would be needed.

I would not dismiss this one so quickly.
I have seen these big indexes and outward minute markers on other 168.025 - even with these hands - in "reputable places". I must admit that I thought the combination of hands and dial a bit odd - as if from two different periods, but now that I see one more and your friend is convinced that his watch is correct, maybe it is a legit reference.
I don't have pictures of the watches I saw, but here is what I could find from a simple google search:

I knew I had seen that 168.0025 dial pattern before out on the web. If it has the vertical brushing, it is almost certainly genuine.

In the macro showing the spot on the dial, it seems as if the dial has a vertical brushed finish - like the one gator posted. I agree that the ones I could find pictures of display the sunburst pattern.
