Ill health, family issues and financial distress can happen to anyone, as it apparently did to him.
Many years ago when working at a bike shop I ordered 6 custom bicycle frames from a superb framebuilder in my state.
About a year later after repeated calls and messages, I got a hand-written reply in a small envelope.
My inquiries as to delivery of our frames or return of our deposits were met with:
"At this point, basic psychological survival is my primary concern."

Personally, I was among the first orders, and I had paid in full for my watch, as a way to help him.

Agree with Alberto, when you believe in someone enough to want to
support/sponsor him but and you get zero feedback from him it’s hard to digest.
If at least he had sent us a mail saying “sorry, yiou’ll Never get your watch “ I could live with it but 13 years after my order and deposit and unkept promises and exuses I’ve abandoned all hope of getting a watch or my money back but it all leaves a bad taste in my mouth

So how did your story end?
While I have every sympathy for the frame builder, I do not believe "basic psychological survival is my primary concern" is a satisfactory answer to your enquiry regarding delivery of frames or return of deposit. It is a statement of a State, it is not a statement of a proposed resolution or outcome. In other words, if the guy is in such a hole that he's just going to keep your money and not provide any goods, he should simply say that as well. As you can see by the responses from Volker's clients on this thread, that's the very least you (and they) are owed.
