That is a 19'' SB Omega movement from about 1915 or there about. The 5 mill s/n range is kind of all over the place, but I feel comfortable with approx 1915 . The dial looks to be a hand made after factory dial for the watch. Your close up of the balance bridge shows me that the regulator "stick" is missing. I am assuming the watch is a non runner.
This is one of the A grade "Omega" caliber that put Omega on the "map". The movement caliber was actually called "Omega" as the company name in 1900 was Louis Brandt & Frère. The movement design itself some considered a work of art. On top of a excellent movement design They implemented the divided assembly system of manufacturing. In other words all the movement parts were standardized ( interchangeable) and they used an assembly line system to "pump" out product. Other companys were suggesting Omega was "dumping" product on the market below cost to drive competitors out of business. This was not the case. Due to the modern manufacturing technique they greatly reduced cost and still made a sizable profit. The movement was so successful that the "Company" took the caliber name as the New name of the Company in 1903 !!
