AM/PM indicator
The small hour hand function is actually an AM/PM indicator, due to the skeleton hometime hand works in 12 hour system unlike many GMT watches that use 24 hour system. I do feel it's a bit redundant but it's so difficult to see the exact time using the upper sub-dial so I see it as an un-lazy watchmaking.
The skeleton hand can be set under the main hour hand and it this case the small hour hand will be an AM/PM indicator for the main hour hand.
