In fact the "bulge" in the Cornelius et Cie case is a direct
consequence of the "bulge" in the movement created by the very large
winding barrel.
The "bulge" in the Montblanc case is not, as far
as I'm aware, related to the shape of its movement, but rather, is
designed to allow for a slightly larger and more offset time register -
most likely to impart visual balance to the very large tourbillon
aperture at 12 o'clock.
In a nutshell, the Cornelius bulge is functional, whereas the Montblanc bulge is most likely purely aesthetic.
