At least several times in the past few years I have been in touch with an AHCI acknowledged master technical watchmaker who has been "advising" Volcker, and from our conversation, that "help" was not unique to this german speaking watchmaker.

So in this regard, the delays certainly are not due to "completely working in isolation."
