Paint can release particles which are considered hazardous. The sealed tubes are considered safe.

They say on their website that the tritium dials can be replaced with a new one when they stop glowing.

Tritium tubes are currently used in many applications. It's only tritium paint that is no longer used.

Yes, Ball will replace the hands and dial if the tritium has decayed enough (the t1/2 of tritium is 12.5 years, as you likely know). Mine was ~$250.
