I believe it based on the Panerai OP VIII calibre movement. Not sure
if that is the same thing or not. When I move my wrist side to side
near my hear I can hear it. I'm most likely being paranoid. If there
was a problem- I'm sure it would stop keep accurate time, right?

Is that watch based on a Valjoux 7750 movement? Those are known for making noise. Many other watches are also distinctly audible. Usually what you hear is the automatic winding system, but in some cases you can hear that actual escapement quite easily.

is a reworked Valjoux 7750. What you are experiencing is a known feature of that movement, "Valjoux wobble". The rotor winds the movement in one direction only and "freewheels" rapidly when it starts moving opposite to that direction. It is absolutely not...
