Once the power reserve indicator reaches zero you will still be able to turn the crown another revolution or two until you feel tension signaling the point where you can't turn any further. I would suggest you go very slowly at that point paying close attention to when you feel you can turn no further. As long as you you are gentle you will not damage the movement.

you won't damage the movement by not winding it fully
But the power reserve mechanism will not be as accurate. The additional winding to "fully locked" is sort of like resetting the gauge to proper zero.
