The position of the sun shows the hour (yes, you can only guess) so the time indicated is 4:28 pm. As the mortif rotates, the sun moves from 6:00 am to 6:00 pm, at which point the moon appears on the other side. The art deco engraving for the moon is a bit 'darker' which is why the design is called 'Day and Night'. Needless to say, the minute hand is a retrograde. Neat eh?

This design is not new, and has appeared in vintage pieces like pocket watches...
