I would have thought that water (soapy) would be OK as it is a "marine" watch and rubber is...er....water resistant 
But remember that even soap has fine abrasive particles and that is why brushes are not recommended or why even with 'normal' daily use, the straps only last 18 months. Not to mention the degradation of UV light, everyday solvents etc.
