Joseph, I think the only solution is to either get a custom short strap made
or switch to a smaller Royal Oak.
Even with a stock short OEM strap, I don't think the Offshore will hug your wrist still. The watch will probably hang off your wrist like a bangle IMO since your wrist is less than 6".
Another problem also is if you do get a custom short strap made, the lug part of the strap will still bulge out over your wrist due to the unbendable strap end links.

I don't know how they deal with it at AP, but my Girard Perregaux Sea Hawk Pro II has a rubber strap and the way they deal with the length is you cut the strap on either side of the clasp to make it shorter and then you fix it back on to the clasp or buck...
