I didn't visit the Nagano (city) area...

but I understand that recovery work is still underway. There was no major impact in the Karuizawa area, except for some isolated events.... fallen trees, collapsed hillsides, and river damage.
The local Shinano Railway Line which operates between Karuizawa and Nagano City has temporally halved their service due to river related damage in & around Nagano City. When I was there they were running only one train per hour, expected to recover shortly.
More closer to Tokyo, the Hakone area was hard hit... one meter of rain in one day from Typhoon №19 ! The Hakone Tozan Line was severly damaged and repairs are expected to take many months.
The impact from Typhoon №19 was / is extensive, particularly the flooding.
