The rust
appears to have been in the bezel click area. This part of the watch is outside the sealed case. This watch was clearly worn hard given its condition and probably the bezel click springs are steel, so they oxidized.

Love the conception despite using a movement for tonneau models... At this price you must have a rounded movement I guess. Rust inside. Why ? RM028 ...

Admittedly I’m not a fan of RM designs the build and complexity of this watch is very cool, I’d wear it! 😁

Rust in the bezel area is common especially in salt water use
and from people who only use / abuse their watches. ...
Hence the purpose and all the RM marketing is based on sports, shock resistance and so on.
And the promise of a Titanium but not for these parts
