This sounds reasonable to me...
given that it includes the technical (movement overhaul), cosmetic and functional repairs (bracelet). The estimated timeframe also seems normal for high-end watches.
Please keep in mind that if the watch "had been in a safe for around 8 years" its highly likely that all lubricants have dried out, therefore the movement overhaul seems reasonable and fair. If I were Patek, I would insist to accept the repair only with the movement service included. Otherwise, the customer might complain that the watch stopped working a few weeks after the repair.
This is the costs of owning a high end piece. A Ferrari can't be serviced for 400€ either, and no one would expect it costing as little as for a Ford.
Consider this repair an investment into the long term value of the watch. And since its your wedding watch - wouldn't you wish to keep this treasure as reminder on this unique occasion?
