In the case you describe I wonder if the Asian man had ever purchased a Patek before- My Patek dealer told me ( and I take it with a grain of salt ) that the chances of purchasing a complicated watch go up with the number of watches purchased from Patek. How many watches must a person purchase from Patek to be elegible for a minute repeater ? If true, this is quite a fascinating and clever business model imo, playing into the intense desire for exclusivity that some might want in purchasing such a piece.
Secondly,after approval from Patek what happens than ? After the waiting time the buyer puts down the money for the complicated piece ?

besides the considerable money to purchase one of these minute repeaters, how does one go about obtaining one ? Is it true there is an application process, and what does that involve ?

I solved the problem in another way. I got the 5070G. :)
