
your jeweler must have mixed up your papers with another watch. A COSC certificate can be duplicated but only for a watch that is up to 5 years old. After that, you must send the watch to be re-tested in order to get a new certificate.
Personally, I would not bother, the 51 is a nice watch but not extremely rare or collectible (on the Panerai scale) and even if you sell it with box and partial papers you will not take a hit.

...so there is a good chance they mixed up on the warranty card with the right serial number for your watch and decided to include a blank one but stamped by another dealer (hopefully authorized this time) in case Panerai wants to see one. Was the watch pre-owned when you bought it? I guess the lesson here is to check all papers when you are buying from an unauthorized source.

You have 2 sets of paperwork that don't match your watch. They're basically useless and might as well throw them away since it doesn't match your watch, unless your dealer accidently put in the wrong paperwork. You can always try calling them up to see if they have the correct paperwork but that's probably a remote possibility since you bought your PAM51 in 2003.
