It is an unusual choice for Vacheron Constantin in a simple watch (though most traditional chronograph desings have the small seconds at 9), but it is a look that I am used to in a simple watch by way of the Panerai aesthetic, which I like.
As for the World Time, it would be a great way to get your first RG piece and a new complication into the collection. And as for the economics and timing of the World Time, that's between you and the seller, though it sounds like the IRS, and quite possibly the angel sitting on your shoulder, known to most of us as a wife, are slowing down the decision making process, which the devil on your other shoulder is working hard to counterbalance.
