If this is true, why do Patek discontinue watches in their line-up which are IMO "popular"?

Since the 5070 has already been released in WG, RG, and Platinum I guess there will not be another 5070. But could a 5960 WG be released soon?

I would love to add a 5960 but wanted to do it next year since I already spent my yearly watch quota

The discontinuation of the 5070 line is old and confirmed news. 

The discontinuation of the 5960P is recurrent and so far, false rumor.  Those posting the rumor over the past two years have cited their sources as ADs, grey market dealers, and anonymous friends.  Some people are motivated to create and spread discontinuation rumors to artificially inflate the price of inventory, so such rumors are generally looked upon with disdain by serious collectors and the industry.

You will not have difficulty finding a 5960P next year.  I just received mine this week, and it is a watch worth wanting.

I hope its a false rumor, or else if I pass on the watch now it would make me a sad camper...

If you're generally worried and also find it important to buy new from an AD,  you might consider putting a deposit on one that is in stock with an agreed upon purchase price and payment plan.  If you can accept pre-owned or grey market, the only issue is what the price will be at some unknown future date, and nobody can tell you this with certainty, whether discontinued or not.
